SEMCO - Sr. Utilities Compliance Specialist

SEMCO Energy is seeking a Senior Compliance Specialist for our team! Reporting to the Manager, Codes & Standards, the Sr. Utilities Compliance Specialist plays a pivotal role in ensuring our company's adherence to applicable federal and state regulatory codes, including CFR 49 Parts 191 and 192. This position requires a proactive approach to compliance, risk management, and continuous improvement of our operational procedures and processes, and provides strategic coordination and support for the Pipeline Safety Compliance and Codes & Standards programs across Washington Gas (WGL) and SEMCO Energy.

Primary Duties

  • Support Codes & Standards and DOT Pipeline Safety programs across both WGL and SEMCO, coordinating alignment with regulatory requirements and company objectives, and fostering consistency in interpretation and implementation.
  • Assist in the development and implementation of regulatory strategies to ensure compliance with applicable code, regulations, and company standards related to pipeline operations and safety.
  • Support the compliance team in all aspects of regulatory inspection processes with federal, state, and local regulatory agencies, including PHMSA, PSCs, and other oversight bodies, including liaison during inspections and incident response as needed, preparation of business units for inspections, responding to regulatory documentation requests, and reporting requirements.
  • Assist in the preparation of responses to agency inspections, including Notices of Probable Violations (NOPVs) and warning letters, and support the development of enterprise-wide corrective actions and preventative measures.
  • Lead designated focus groups towards the development and continuous improvement of Codes and Standards manuals related to construction, operations, engineering, and materials.
  • Coordinate the communication, reporting, and corrective action process to address gaps, improvements, and Utility alignment identified during internal assessments and external regulatory audits.
  • Assist in regulatory and compliance department action tracking, analysis of regulatory data, audit results, and incident findings, to identify trends and drive performance improvement, and preparation of related reporting for internal and external stakeholders.
  • Coordinate with cross-functional departments (Legal, Engineering, Field Operations, Construction, etc.) to support the implementation of changes required for ongoing compliance with regulations such as Pipeline Integrity, Public Awareness, and Operator Qualification.
  • Support a cross-functional team as a subject matter expert supporting both WGL and SEMCO jurisdictions. Shared accountability with all stakeholders for code compliance.
