The Director of Human Resources will plan, lead, direct, develop and coordinate the policies, activities and staff of the Human Resource department, ensuring legal compliance and implementation of the organization’s vision, mission and strategic goals related to talent strategy.

  1. Provide leadership, oversight and support of Human Resource Department functions to ensure legally sound and effective practices and high standards of customer service.
  2. Collaborate with senior leadership to understand the organization’s goals and strategies related to staffing, recruiting and retention.
  3. Manage the hiring and onboarding process for all staff and the off-boarding process for retirements, resignations and terminations.
  4. Plan, organize and participate in recruiting activities in cooperation with department and building administrators.
  5. Lead all aspects of the staffing process, including collaborating with Instruction, Finance and Building Administration to review staffing needs based on student enrollment.
  6. Monitor and ensure compliance with various laws and regulations including, but not limited to, Civil Rights, Americans with Disabilities Act (ADA), Fair Labor Standards Act (FLSA), Family Medical Leave Act (FMLA), COBRA, required trainings, Federal and State laws governing public school personnel, Board of Education policies, district procedures, collective bargaining agreements, etc.
  7. Develop and implement all staff evaluation materials and performance management systems, including regulated teacher and administrator requirements.  Train and support administrators in the evaluation process, may serve as the second evaluator for staff as needed. 
  8. Coordinate negotiation activities and support the Chief Negotiator for the District with all collective bargaining activities including annual calendar and all MOUs/LOAs. 
  9. Interpret and apply collective bargaining agreements and policy language to issues that need to be resolved for employees. 
  10. Responsible for Registry of Educational Personnel (REP) reporting requirements.
  11. Assist in organizing and support the new teacher orientation and mentoring programs. 
  12. Facilitate student teacher and long-term substitute placement and recruiting.
  13. Provide advice and consultation to administrators on a wide range of matters including, but not limited to investigations, discipline, conflict resolution, and contract language interpretation. 
  14. Responsible for discipline and termination of employees in accordance with District policy.
  15. Regularly meet with union leadership to collaboratively problem solve and develop proactive strategies to accomplish district mission and vision.
  16. Serve as the District Title IX Coordinator and lead investigations of all staff complaints according to board policy.
  17. Support administration and act as district designee when appropriate in grievance proceedings, arbitrations and other administrative proceedings.
  18. Consult with legal counsel as needed.
  19. Participate in the development and/or presentation of training materials related to employee policies and district procedures. 
  20. Maintain knowledge of trends, best practices, regulatory changes and new technologies in human resources, talent management, Michigan revised school code and employment law; apply this knowledge to facilitate and communicate changes in policy, procedures and resources.
  21. Responsible for developing and overseeing the Department of Human Resources budget.
  22. Promote positive public and community relations and actively promote district programming.
  23. Conduct himself/herself in a professional manner commensurate with his/her position and project a good public image of the School District in dealing with the community and employee groups.
  24. Assume other responsibilities as determined by the Superintendent.
