GENERAL STATEMENT OF DUTIES: To supervise and administer the Inspection and Rental Certification Divisions. Assist the Planning & Community Development Director in implementing, executing, and carrying out Federal, State and local programs and related work. To perform technical and specialized inspection work involving building construction and zoning to ensure compliance with established standards and ordinances, codes, rules and regulations. Staff representative and liaison with the City’s Zoning Board of Appeals, Historic District Commission, and similar boards and commissions.

SUPERVISION RECEIVED: Work is performed under the direction of the Planning & Community Development Director or other designated official.

SUPERVISION EXERCISED: Supervision is exercised over the employees of the Inspection Division and Rental Certification Division.

TYPICAL EXAMPLES OF WORK: An employee in this class may be called upon to do any or all of the following: (These examples do not include all of the tasks which the employee may be expected to perform.)

  • Implement administrative and supervisory duties regarding the Inspection and Rental Certification Divisions, including but not limited to:
  • Perform inspections of rental units as needed.
  • Develop, operate and enforce all related Federal, State and local codes and ordinances.
  • Development and coordination of inspection schedules, needs, and policies with staff and clientele.
  • Provide technical assistance to the Planning & Community Development Director regarding site plan reviews, zoning and land use issues, and special projects as requested.
  • Represent the City and the Planning & Community Development Director in various meetings, seminars and conferences as deemed necessary, and specifically, attend and assist the Chairman at the Zoning Board of Appeals and Historic District Commission meetings each month, the Construction Board of Appeals, and any other boards or commissions as necessary.
  • Inspect plans and specifications for buildings, issue permits and make inspections to ensure compliance with ordinances and building codes, and safety methods according to the State Building Codes
  • Inform and advise contractors and homeowners regarding building codes and give information on proper construction methods, procedures, and permit applications.
  • Investigate violations of building codes and zoning ordinances while in the field and take the necessary action to enforce codes and ordinances.
  • Testify in court when necessary.
  • Prepare and maintain records and reports of inspections, complaints and investigations.
  • Perform related work as required.

DESIRABLE QUALIFICATIONS FOR EMPLOYMENT:

  • Past work experience in establishing and supervising inspection and code enforcement departments on a state or local level.
  • Considerable knowledge of the laws, ordinances, and codes dealing with building construction and zoning standards and requirements.
  • Considerable knowledge and work experience with the methods, materials and techniques used in building design and construction.
  • Considerable knowledge of inspection methods, practices and techniques pertaining to building and zoning.
  • Ability to read and interpret plans, specifications and blueprints.
  • Ability to detect structural and other faults and to appraise the quality of construction and workmanship.
  • Ability to inspect construction sites, navigate around construction equipment and confined spaces with appropriate safety equipment.
  • Ability to prepare and maintain correspondence, records and reports.
  • Ability to supervise and work effectively with employees and the public.
